Cannot use GDAL library in python project

I have a Django project which uses d the django.contrib.gis.db module.
After installing all dependencies with pip,I got the following error

I’ve tried pipenv,poetry,installing gdal with nix,pypi2nix and with pip --user and pygdal( pinned to the 2.4.0 version)
