Looking at Cron and Systemd/Timers, is there a way to do this in Home Manager?

You may be interested in the systemd module, specifically the timer attribute.

Examples:

• MuchSync, using a timer
• LazySSH, with a darwin example as well

cron is old and replaced by systemd-timers mostly because it can only send errors via mail and if the machine is off at the time of running, the job is just not run.
