Is hydra's internal database down?

At the time of writing, trying to visit any page on hydra.nixos.org spins for about 4 minutes before returning a 500 error with the following message:

500 Internal Server Error

DBIx::Class::Storage::DBI::catch {...} (): DBI Connection failed: DBI connect('dbname=hydra;host=10.254.1.9;user=hydra;;application_name=hydra-server','',...) failed: could not connect to server: Connection timed out
Is the server running on host "10.254.1.9" and accepting
TCP/IP connections on port 5432? at /nix/store/2d7iizyv1mkg6wklbsv92qzkq0vizn7j-hydra-perl-deps/lib/perl5/site_perl/5.34.0/DBIx/Class/Storage/DBI.pm line 1639. at /nix/store/19xkba2a2psaknwn09yi76sdmxm4l0d9-hydra-0.1.20220222.a254612/libexec/hydra/lib/Hydra/Helper/CatalystUtils.pm line 423
