[Nix@NGI] Arwen packaged for NGI Forge and Nixpkgs

Arwen is a command-line utility for patching ELF files (Linux) and Mach-O files (macOS), as an alternative to patchelf and install_name_tool.

Try it out

Visit the application page, launch Arwen in a shell environment:

nix shell github:ngi-nix/forge/e762fccf#arwen-app

and follow the usage instructions.
