Plasma Login Manager

The soon coming Fedora 44 replaced SDDM with Plasma Login Manager

Plasma Login Manager has no nixpkgs, documentation on NixOS Wiki and no option on NixOS

Having also personally tested Plasma Login Manager with KDE Plasma (but not on NixOS), I think it is time to package, implement, and document it

### Describe the package Plasma Login Manager is a fork of sddm that is set to …replace sddm for KDE in the long run and is optimized to integrate better with the rest of KDE instead of trying to be an agnostic login manager.
