improvement has got two approvals (one by the initial author of this build helper) and will be the basis of further refactoring to add structured attributes support.

## Description of changes
Store `buildFlagsArray` as a Bash global array vari… able instead of creating/sourcing a file containing its declaration.
`buildFlagsArray` is short enough, and it is not assigned in a sub-shell. There's no reason to pass it as a file. Storing it as a variable makes the build more efficient.

## Description of changes
The current implementation is cumbersome for extens… ion overlays for the
reason that it passes the `passExtensions` attribute set to the user
function; thus, any addition to `pass.passthru.extensions` is ignored.
By adding the `extraExtensions` argument, we allow overlays to easily
add or override pass' extensions without the need of overriding the
`withExtensions` function.

- update `tests.cc-wrapper` to test modern `gcc`/`clang` stdenvs (these tests catch the issue in #214524)
