With Home Manager you can set the GTK theme with gtk.theme.name
.
Is there a similar way to set the legacy GTK theme? I’d like to be able to configure the legacy theme as adw-gtk3.

If you are referring to what GNOME Tweaks lists as “Legacy Applications” in the Themes section of the Appearance pane, that changes the gtk-theme
key of org.gnome.desktop.interface
schema. That is already updated by the home-manager module.
