The PR that adds the patches to the regular util-linux is 405952. It has already been merged, but the progression from staging->staging-next->master->nixos-unstable can take quite a while. There are tools for looking where a PR is currently: Nixpkgs PR #405952 ("util-linux: fix mount regression") progress does this for example.
