Update inkscape 1.3

why inkscape not updated yet to v 1.3?

According to the open PR, there is an upstream issue preventing it from building on darwin and aarch64_linux. The issue was not fixed in time for the release of 1.3, so it cannot be updated until 1.3.1 is released.

For the interim I’ve been overriding to 1.3, the main downside being it takes some time to compile.
