Why aren't flatpak and flatpak-builder installed alongside gnome core dev tools?

Builder relies heavily on those two programs to function when it comes to any gnome-specific development (since they push for using flatpaks). It seems strange they’re kept out of the list of applications enabled by the services.gnome.core-developer-tools.enable option then.

Note that it appears to be enough to install those while keeping the flatpak service disabled. Builder uses internal repo management, just needs the binaries.
