For some reason, my account is not allowed to comment or create new topics in the Announcements category. The New Topic button is greyed out, and it says: “You are not allowed to create topics in this category”.
You have to have a certain trust level to be able to do that.
Not knowing about this rule, two weeks ago I asked a moderator to move my post to the Announcements category, and now I’ve lost the ability to reply to comments. Am I correct in understanding that I’ll now have to create a new topic without a category in order to continue the discussion?

In the short term, yes, but reaching that trust level isn’t very hard. You should get there within a post or two, it’s something like 10 mutual likes.
The rule is in place to prevent the reddit/hackernews brigading we’ve seen over the last two years; it typically affects that category.
