How can I enable internal config options?

Specifically this one, permitting envvars to be set on the nix-daemon:

Actually setting it appears to do nothing, though, I guess because of the internal = true? I looked briefly in the manual and didn’t see an indication of how to enable these.

Alternatively, if there’s a way to set arbitrary environment variables on the nix-daemon (perhaps from a file), that would be great— the generated systemd overrides.conf file is a link to a store path, so I shouldn’t directly edit it.
