It is, since the announcements category is usually where the posts attracting hackernews and reddit shitstorms live. You need to have an account with a higher trust level - the idea is that an account less than a day old probably doesn’t have much of value to add, but that heuristic can definitely be wrong from time to time.
So, @maksimbrylev2004, wait a bit and actually interact with the community, or I guess create a Help topic and talk/ask about it here. The latter also makes your account go up in trust level quicker.
