I was wondering what the regulations are for the Member Role?

And I think I would apply by those standards to the Member Role. Do I need to apply for it?
My main Problem is that I can’t reply / create in Announcement Categories (even though I am able to do that in Sub-Cathegories of the Announcement Forum).
Also I were able to that once, but since a Year or so (basically since my last post in it) I am not anymore.
You’ll get it eventually. @discobot does that automatically. Posting in announcements might also be locked to a certain membership duration though…

No, it’s automatic. Only TL4 needs to be manually granted, just participate more and you’ll get TL2 or TL3 naturally.
Keep in mind, as per your link:
Admins can change these thresholds by searching for
tl2in site settings.
And Announcements can of course have their own requirements.
