I was also looking for this, hoping there was an easy way to add Mouse Tiler…
It seems even plasma-manager says no. I’m guessing that you’d need to effect the relevant files in the same way kwin itself would when installing something non-declaratively…
I know nothing about KDE/Kwin/etc so I’m unsure exactly what that would entail, but it would probably need to be tailored for each package. I’d probably start by comparing the filesystem before and after installing a script to see exactly what kwin is doing, and then try mimicking that behavior. But it’s not really important enough to me personally so I’ll just roll with it being non-declarative for now. (customizing settings might be a pain too…)
I’m not sure about “Get New” but the “Install from File” button seems to work fine

It’s a shame it’s not supported, I don’t know if I’ll have the motivation, but if I do package it, I’ll report back in
