Missing man document?

I got this error

$ man 7 capabilities
No manual entry for capabilities in section 7

how do I make this manual available in my system? I have all documentation.*.enable set to true

The said man page is available online here for instance:

$ nix-locate man7/capabilities

But greping the nixos/ directory in Nixpkgs repo, it appears that no module installs it other than tests:

So you will need to install it yourself.
