## Description of changes
- Fixes invalid logic from https://github.com/NixOS… /nixpkgs/pull/292847
- Moves linger management to standalone service that can be executed after logind has started. If this needs to happen during activation, then we'll need to switch to creating/deleting the files instead of using `loginctl` to enable/disable.
- Adds a test
Current error:
