The flags here are important since the tool uses the version at runtime to query the appropriate data store when asked to download data (or at least that’s my current understanding of things).

This is a little sooner than I normally would post a PR, but I hope this can get into the next staging-next cycle so that Hydra can build a lot of C extensions. It could save me a lot of time testing builds for the work on changing how Python packages are bootstrapped and built. Apologies that it is not completely trivial.
