Just moving cisco packet tracer to by-name
Almost a pure version bump. Had to add one thing to make it build. Then had some issues with ofborg.

Super simple bump from 2023.1 release to 2023.2 release.
I did get the git history a little wrong (includes the lib.fakeSha256 that I used to acquire the correct ones.) Maybe I should redo it.
