nixos-container: use `systemd-run` to provide `root-login` and `run`

Currently nixos-container uses `nsenter` to implement "root-login" and "run" com…mand. This however does cause the `su` process launched to have the parent being the `nsenter` process. This means that the launched process has PPID of 0 (inside the namespace) and not in the process tree of the init process inside the container. When the container is being teared down by `nixos-container stop`, the child process is killed but the nsenter'ed process is not, causing the tearing down process to freeze. I didn't want to introduce it under `services.netbird.server.relay` because Netbird actually has a new `server` component which includes a relay (it also uses a YAML config). Which is the direction I think we should follow. So to prevent a future conflict, I wanted to keep it independent from the beginning. Furthermore, this component can be run in isolation, an operator may want to run 1 or more relays and feed them to the control plane, whether the `server` thing I mentioned before is developed or not.
