Ruby/Bundler regression

Looking to bring this issue to the attention of as many people with ruby/bundler knowledge in hopes of having it resolved for 20.03. My impression is that this is a pretty big regression, but I’m not a ruby/bundler person so I have no knowledge of how to fix this.

Any and all help appreciated!

I’ve noticed a related issue which is that the redmine module doesn’t appear to account for when a plugin needs to run a command like bundle install --without development test --no-deployment to install gems for a plugin.
