Probably nobody asked for it yet so nobody added it. You can try doing it yourself, see nixos/plasma5: add excludePackages option by K900 · Pull Request #177389 · NixOS/nixpkgs · GitHub.

In fact, I am not xfce user :smile: I just wonder if there are some special reason to make this weird phenomenon. Thanks for your answer.
