## Description of changes
Brings Ruffle from nightly-2024-03-25 to nightly-20… 24-05-01. Also, reformats to the new RFC style. Also, refactors to remove usage of `rec`. The reformat and refactor themselves do not cause a rebuild.
Notable upstream changes include:
- Various AVM1 and AVM2 fixes and improvements
- Support for tab focus
- Updates to a few dependencies
- A fix for window scaling on Wayland
- The addition of a "recents" section in the File menu

Been languishing since February. Merged in #289999 and had to be reverted in #305609 due to refactoring that happened on Darwin in the meantime… hopefully the Broadcom purchase of VMware doesn’t mess this up again

## Description of changes
Prior to version 10.0.0, Chez Scheme did not suppor… t aarch64. This led to Idris 2 bootstrapping with the Racket fork of Chez Scheme on Darwin and arm64 Linux platforms. As of v10.0.0, Chez Scheme has upstreamed enough of the Racket fork that the Racket team has stated it will not need to maintain the fork going forward.
This PR switches to using Chez Scheme for all platforms as long as v10.0.0+ is available.

[SMTP4DEV ](https://github.com/rnwood/smtp4dev) is an useful tool that creates a SMTP server meant for development, where developers can send mails and test the content the client will receive. It includes a webgui made with vue that serves as a client to see the received mails.
## Things done
I had to build the project with buildNpmPackage for the webgui and with buildDotnetModule for the server, but it worked straightaway. The resulting output has been tested.
