Unless somebody objects, I will be merging the gcc13 upgrade (for non-Darwin and non-Aarch64 platforms only) to staging
at or shortly after 0900 UTC

If you have an objection, please speak up. I’ll take all the blame for any breakage. I expect it to break 320 packages, or 1.8% of the release jobset, and none of the channel-blockers. Since this PR requires such an absurd amount of compute to test I don’t really expect anybody else to stick their neck out with an approval, so I don’t think it makes sense to wait for one. But if somebody has an objection I won’t proceed.
The time chosen was pretty arbitrary; it’s early enough that I won’t be tired but late enough that Europe should be awake.
Edit: adjusted the percentage from 0.6% to 1.8% due to having used the wrong denominator.
