Add lastversion, a command-line utility and Python … library to get the latest release of various projects.
Aside from release version fetching from various sources, lastversion also identify pre-releases and exclude them by default. This is necessary for binary-based packages, since not all the projects vendor binaries along with pre-releases.

## Description of changes
To workaround `pname`-and-`version` issue of `appim… ageTools.wrapAppImage` (such as the one #271071 addresses), the definition of `losslesscut-bin.x86_64-appimage` monkey patches the correct `pname` and `version` attribute by updating (`//`) the result derivation. Such update gets lost when overriding the result package with `<pkg>.overrideAttrs`. (Sorry for my incompetence back then.)
This PR improves how `losslesscut-bin` attaches `pname` and `version` to the `appimageTools.wrapAppImage`-based binary package for x86_64-linux by attaching attributes `pname` and `version` through `<pkg>.overrideAttrs` instead.
Before (on x86_64-linux):

## Description of changes
This PR
* Make fetchers `fetchgit` `fetchFromGitHu… b` support `passthru` as an optional argument. This enables user to specify `passthru` arguments the idiomatic, non-hacky way. This also make their interface more aligned to that of `fetchurl`.
* Enhance overriding for result FOD of `fetchFromGitHub` with `<pkg>.overrideAttrs` and `passthru`.
* Update the `meta` attribute of the result package by `<pkgs>.overrideAttrs` the one returned by the base fetcher.
* Attach `owner`, `repo` and `rev` attributes via `passthru` instead of directly updating the attribute set via `//`, preserving these attributes across `<pkg>.overrideAttrs`.

## Description of changes
Tailscale's nginx-auth proxy, despite the name, act… ually works just fine with caddy and traefik (see tailscale/tailscale#4680). However, the current nixos module is closely coupled with nginx. This change breaks that coupling.
All options of the existing module except `virtualHosts` (which is nginx-specific) have been moved to a new module without any nginx coupling. The options remain exposed on the nginx-specific module as aliases.

fixed by this PR: the asyncpg Python package does not build on Python 3.10 and earlier due to a missing dependency used only in those versions for compatibility. its oldest supported Python version is also outdated.
