Brave Browser Darwin support

Added Darwin support to the Brave Browser derivation, fixes #352692 .
Changes… :
- Update script: added Darwin support, and also made sure there's only one source of truth for all platforms (Github Releases)
- Added darwin support to `make-brave.nix`
- Added myself as maintainer for Darwin
Looking forward to suggestions and improvements 🙏🏻

- Needs testing on `x86_64-darwin` - for some reason I can't launch the Intel version via Rosetta (@NixOS/darwin-maintainers )

I reworked this package to allow version override for beta users, and having been using it without issue since. @adisbladis in case you check pings here, but also in case anyone else wants to take a look I’d appreciate it. Been open since June, 2024.

Talon has a beta version that uses non-public URLs, so can't be published direct… ly in the flake. Otherwise, the beta versions do work fine in nix. This PR refactors the way the talon packages are built to allow the unwrapped version of talon to be overridden with a beta url, along the lines of this:

Most Talon nix users I've spoken to are on beta, so I wanted to make this available to everyone.
I also stopped hardcoding x86_64-linux everywhere because I plan to start testing this on aarch64 darwin as well, but will be a follow up.
Formatting is done using nixfmt-rfc-style so also a few changes

Previously some modules used `config.environment.etc."ssl/certs/ca-certificates.… crt".source`, some used `"/etc/ssl/certs/ca-certificates.crt"`, and some used `"${pkgs.cacert}/etc/ssl/certs/ca-bundle.crt"`. These were all bad in one way or another:
- `config.environment.etc."ssl/certs/ca-certificates.crt".source` relies on `source` being set; if `text` is set instead this breaks, introducing a weird undocumented requirement
- `"/etc/ssl/certs/ca-certificates.crt"` is probably okay but very un-nix. It's a magic string, and the path doesn't change when the file changes (and so you can't trigger service reloads, for example, when the contents change in a new system activation)
- `"${pkgs.cacert}/etc/ssl/certs/ca-bundle.crt"` silently doesn't include the options from `security.pki`

This has one build failing and I have no idea if this is a blocker. Please let me know how to debug it (when I try to replicate it works fine, see comments) if it is an issue.
Sending on behalf of PR owner - this PR fixes waagent service by fixing Python version to 3.11. This needs a quick review because Python 3.12 is causing runtime failures for waagent.

However, at runtime waagent failed because Python 3.12 doesn't have distutils:

Downgrading to 3.11 meant that our Azure systems successfully booted and reported their status.
