It's currently not possible to use agenix for secrets with an immutable filesyst… em because `hashedPasswordFile` does not work with `mutableUsers = false` and the password must be specified with `initialPassword`/`initialHashedPassword`
This PR adds an `initialHashedPasswordFile` option to match the `hashedPasswordFile` option which already exists.
There is some additional work to be done around `systemd.sysusers.enable = true` and false parity.
As shown by `nixos/tests/systemd-sysusers-immutable.nix` `hashedPasswordFile` works for immutable users whereas when not using systemd users `hashedPasswordFile` does not work and we'd need `initialHashedPasswordFile`.
I assume that's actually a bug in sysusers because it won't be possible to change the user's password in the next generation, though I don't fully understand the need for `initialHashedPassword` and `hashedPassword`.

## Description of changes
Module & associated tests for #346281.
Includes … an RFC42 `settings` option using a custom parser based on [znc](https://github.com/NixOS/nixpkgs/blob/c636130b369ff944bb1c3560c8bb9377e6082975/nixos/modules/services/networking/znc/default.nix)'s and support for multiple instances similar to authelia's module. The test is pretty basic and verifies routing functionality between 2 hosts with VPP acting as the router.

## what is it?
This is a library from the packit project which provides a pyt… hon interface for
parsing RPM spec files. It requires and uses pkgs.rpm/pkgs.python3Packages.rpm
under the hood for evaluation.

## Description of changes
This attempts to clarify the true behavior of passw… ord option overrides, as the documentation seems to be wrong (and appears to have been for at least 10 years). These docs also clarify systemd-sysusers quirks that I coincidentally noticed someone happened to file recently [here](https://github.com/NixOS/nixpkgs/issues/307159) as well.
The relevant option docs have been updated, but more importantly I created two new tests to try to show the true behavior of the overrides in their current form. This way if anything ever changes on this front it will be caught and docs can be updated accordingly.
If you want to run the tests I added, you will have to change the maintainer for now as my being added to maintainers is pending [this PR](https://github.com/NixOS/nixpkgs/pull/296562) being merged.
I've not used Nix for very long, so would appreciate someone who has dealt with this code in the past to validate what I've found. @nikstur and @NeQuissimus, perhaps you could both take a look as I've repurposed some of your tests that touch the same areas, so I suspect you'll both be familiar.
