This is an attempt to fix ROCm clr package. The failure is

From the ROCm [repo](https://github.com/search?q=repo%3AROCm%2Fclr+.hipversion&type=commits), I got the impression, that this file is probably a version and added a script similar to what is uses in `rocmPackages_6.clr`.
I am however not an expert in ROCm, please review this carefully.

## Changes
I removed unnecessary code: the `inherit class` is not needed because class is already included in `evalModulesArgs`, which we are updating.
I also removed (in two places) an unnecessary singleton list paired in a `zipAttrsWith` that uses `concatLists` to merge the values. To me it looks like an unnecessary complication, but let me know if I'm wrong.
## Performance testing
I thought someone might've done it this way because of some weird performance reason, but when testing with a simple configuration the time was very similar (uncomparable) and the RAM usage seems to have gone slightly down.
The command I used was:

NIX_SHOW_STATS=1 NIX_PATH=nixpkgs=$PWD:nixos-config=/path/to/config.nix nix-instantiate '<nixpkgs/nixos>' -A system --eval
```
The bytes of `envs` after the change are higher, but the bytes of the other elements are either the same or lower (if summed up, after the changes the total is lower).

Refactoring of opensmtpd filters. All of them are currently broken because the built-in filters have been replaced with filters hosted in separate repositories.

Upstream has archived the OpenSMTPD-extras repository with 82c49af (add
depreca… tion notice, 2024-10-22). Instead, it has created a set of
repositories, each containing one of the filters. The old filters aren't
compatible anymore with recent OpenSMTPD versions due to changed
protocols. Other extras, like the queues, don't have an alternative to
the best of my knowledge.
Furthermore, opensmtpd-extras doesn't even build anymore, furthermore
indicating that there aren't any users of this package.
This pull request imports the new filters and removes the "opensmtpd-extras" package accordingly.
