The python module "snack" (packaged along with "newt") has been [failing on darw… in](https://hydra.nixos.org/build/289850022/nixlog/1) (the job succeeds but the python c extension fails to be built and is simply absent). This causes commands that relies on `python3Packages.snack` to fail, e.g. byobu-config from the byobu package.
This patch uses some linker magic borrowed from https://github.com/NixOS/nixpkgs/blob/f61bd35c9f3711d85a39a1acffb3f85d2f521e1d/pkgs/by-name/sp/spade/package.nix#L55 to fix the issue.
This patch only changes the derivation hash on darwin; it should cause zero rebuild on linux. There are 3 commits:
1. move to by-name and adopt the package
2. clean up and explicitly add gettext for clang on darwin
3. fix python module (c extensions) with some linker magic
4. **(new)** add a (nonblocking) pythonImportsCheck to passthru.tests
5. **(new)** fix up the dylib names in _snack (bug revealed by the previous test)

And my third PR is actually a bugfix (testing phase of this package hangs)

## Things done
I disabled a test that caused the build of this package to han… g during the testing phase.
I think this issue is also responsible for the build error on the hydra https://hydra.nixos.org/build/293674374
But the issue may not be fully reproducible for other machines. There is no error message and i dont know what causes this issue. So i just disabled the test.
