Helps with #360335 OpenRA migrated to .NET 8, but only on the `bleed` branch for now, so even though there's been a few minor releases that need package updates, they still use .NET 6. Using the `bleed` release allows using the latest version which contains the .NET 8 migration. Also added an update script that will allow future release to hopefully be automated.
