Without this, `mpfr` in the `pkgsExtraHardening` packageset fails some tests on …clang stdenvs - in a way that suggests that something somewhere (I *hope* just the test code itself) is using an uninitialized stack variable. I've observed this on macos 12 x86_64 & linux x86_64 (`pkgsLLVM.pkgsExtraHardening.mpfr`). ..for the same reason as other flags mentioned here. Really we should not be …using a wrapped clang for bpf compilation. See the #323869 saga for more information. check-meta: add a teams attribute

It'd be great for `meta` to be aware of teams so if a package is only owned by a team or set of teams, the maintainers could be pulled from the members list of each team. ## Things done Replaces `useLLVM`, `useArocc`, and `useZig` with `toolchain`, `cc`, `linker`, and `bintools` attributes. This might not produce any rebuilds but we'll see.
