I’ve raised xivlauncher: Fix GameMode not being detected by drakon64 · Pull Request #299304 · NixOS/nixpkgs · GitHub to fix an issue where XIVLauncher wouldn’t detect GameMode. There was some discussion about it but then it fell silent.

This updates the Plover development version to 4.0.0.dev12.
- I was having an issue first when build the project without `pyproject = true`.
The error was `Requirements should be satisfied by a PEP 517 installer.`
- With `pyproject` enabled, 2 dependencies were missing: `plover_stroke` and `rtf_tokenize`.
- `postPatch` step was removed since the `setup.cfg` file no longer specify `PyQt5`.

## Description of changes
The warning that suggests using `ldflags` instdead … of `buildFlags` or `buildFlagsArray` is relevant only when `buildPhase` provided by `buildGoModule`. It becomes annoying if developers specifies a Make-based build phase and try to use `buildFlags` there.
This PR fixes this issue by attaching the warning to the `buildPhase` implementation by `buildGoModule`. If applied, the warning won't be triggered if `buildPhase` is specified otherwise, during packaging or overriding.
This PR also moves `GOFLAGS`-related warnings where the attribute `GOFLAGS` is specified. This clears away the remaining "global" warnings, simplifying the work to fix overriding and adopt fixed-point arguments.

## Description of changes
This PR
* Make fetchers `fetchgit` `fetchFromGitHu… b` support `passthru` as an optional argument. This enables user to specify `passthru` arguments the idiomatic, non-hacky way. This also make their interface more aligned to that of `fetchurl`.
* Enhance overriding for result FOD of `fetchFromGitHub` with `<pkg>.overrideAttrs` and `passthru`.
* Update the `meta` attribute of the result package by `<pkgs>.overrideAttrs` the one returned by the base fetcher.
* Attach `owner`, `repo` and `rev` attributes via `passthru` instead of directly updating the attribute set via `//`, preserving these attributes across `<pkg>.overrideAttrs`.
